I installed the front spar spacers and  used some scrap under the rear spar to set the correct angle of incidence of the horizontal stabilizer. I then centered the rear spar with the fuselage and clamped it in place. Then I squared it to the fuselage by measuring the distance between a rivet on the tip of the stab and the center of F-802N. Then I clamped the front spar in place and drilled it to the fuselage. Gulp. Then I drilled the rear spar to the F-811B attach bars.

I didn't go as fast as I describe it here. It took me a while of bouncing around and double checking everything before drilling.
