Today I pressure tested the tank. I hooked up a home-made manometer onto the vent line and plugged the fuel line fitting. I put a U in the tube and filled it with water. Then I pressurized the tank by blowing into the sample fitting. I know this sounds silly but it is safe for the tank. I was able to get 25 inches this way which is about .9 PSI. This isn't a whole lot but is more than the tank will ever be subject to.

It leaked around the access plate, sample fitting and BNC connector. The leak around the access plate and sample fitting were easy to take care of - I just tightened it. The leak from the BNC connector was through the middle connector. I took care of it by globbing on a lot of ProSeal.

Then I re-pressurized the tank. It held 25 inches exactly for a couple of hours. Good enough.
